After the adoption of the first PES Declaration of Principles in November 2011, the time has come to translate our values into action thanks to the process for the PES fundamental programme.
The process for the PES fundamental programme is divided into two phases, the combination of which will enhance ownership and create a coherent proposal:
- 1st phase – started with the PES Convention and will last until the PES Congress in September 2012; this phase aims at gathering innovative ideas on four overarching themes (Active democracy, Equal societies, A just world, A fair economy) to develop the proposals for the fundamental programme;
- 2nd phase – starting in October 2012, this phase will focus on the drafting and end with its adoption in spring 2013.
As platforms for extensive and in depth discussion on specific policy areas, the five PES networks (Social Europe, Economy & Finance, Environment, Foreign Policy, Migration & Integration) are at the heart of the process of the first phase. We shall also build on the success of the PES Convention and gather input from civil society and trade unions as well as academia, under the leadership of FEPS. The four themes of the Convention will remain our thematic framework for the discussion and elaboration phase, with Re:new also featuring as a central instrument for organizing activists’ contributions to the fundamental program me.
The results of these dynamic exchanges will first be discussed at policy forums in June, the outcome of which will lead to reports that will be presented at the PES Congress. They will feature as contributions to the fundamental programme laying the foundations for the first draft.
